Sandy's surge blasts into lower Manhattan

Updated at 12:18 a.m. Tuesday ET: Storm water flooded parts of lower Manhattan on Monday night, pouring into the Brooklyn-Battery and Queens Midtown tunnels, bursting into a subway station and even cascading into the construction site at Ground Zero.?

The floodwater appeared to be receding around just after midnight Tuesday morning.

Superstorm Sandy made landfall in New Jersey, but its wide wingspan crossed the Tri-State area, shutting off power to nearly 5 million in the region and forcing the residents of the nation's biggest city to stay indoors. Most of Manhattan below 39th Street was without power, Con Edison spokesman Bob McGee told NBCNewYork.com.

New York City?s Office of Emergency Management sent out blast alerts to phones across the city: ?Go indoors immediately and stay inside. DO NOT DRIVE. Call 9-1-1 for emergencies only.?


Mayor Michael Bloomberg spoke directly to New Yorkers, emphasizing that those who didn?t leave when the warnings were issued now stay put, stay away from windows and close the drapes.

?The time to leave has passed,? Bloomberg said. ?Do not go outside. It is dangerous.?

He told limo and taxi drivers to stay off the road and asked that residents not dial 9-1-1 unnecessarily. The mayor said the emergency line was receiving 10,000 calls per half hour; typical is about 1,000 calls per half hour.?

Floodwater is now receding following significant flooding in the lower Manhattan area of New York City, blocks from the World Trade Center site. WNBC's Ida Siegal reports.

About 250,000 people left Manhattan. That?s short of the 375,000 people who live within six and seven feet of sea level and who were ordered to leave the city.

At Battery Park at the southern tip of Manhattan, the water level rose to a record-breaking 13.5 feet. The previous record was 11.2 feet, set in 1821.

Photos posted to social media told the story: A haunting image of a lit carousel halfway submerged in Brooklyn; what appeared to be a waterfall pouring into a parking garage, running over cars; water gushing into a Hoboken, N.J. subway station, through an elevator door and past the turnstiles. One photo provided by The Associated Press showed water running down into a construction site at Ground Zero.

On Staten Island, rescuers responded in boats at the water line rose, reaching the attics of some homes, NBCNewYork.com reported. Reports from Coney Island and Brighton Beach indicated that ocean water had started making its way through the streets.

A New York Times story from September discussed what might happen to New York if struck by a storm stronger than Hurricane of Irene during August 2011. Ultimately, Irene ?weakened to a tropical storm and spared the city, but it exposed how New York is years away from ? and billions of dollars short of ? armoring itself,? the story said. According to the story:

The most vulnerable systems, like the subway tunnels under the Harlem and East Rivers, would have been unusable for nearly a month, or longer, at an economic loss of about $55 billion, said Dr. Jacob, an adviser to the city on climate change and an author of the 2011 state study that laid out the flooding prospects.

Across the Hudson River in Jersey City, N.J., City Hall and the Jersey City Medical Center were surrounded by water, the Jersey Journal reported. Fire Director Armando Roman said, according to the Journal, that he was on his way to a building when rising waters trapped his vehicle.

New developments reveal a molecule with a promising function in terms of cancer treatment

ScienceDaily (Oct. 29, 2012) ? One of the current challenges in terms of cancer treatment is how it can be best adapted to patients: Today the emphasis is on personalised treatment (factoring in genetic and metabolic profiles). In response to this growing need for personalisation, there is an increasing demand for fundamental research to develop adapted future treatments. Researchers from Inserm and CNRS from the Institute for genetics and molecular and cellular biology (IGBMC) and from the Research Institute at the Strasbourg school of biotechnology (Irebs) have focussed their efforts on PARG, currently thought to be a promising new therapeutic target in the treatment of cancer. Their work has revealed the role of this molecule in regulating gene expression.

The results were published on 25 October 2012 in the journal Molecular Cell.

Cells are subjected to various stresses throughout their life. Some of this stress can damage DNA. Fortunately, cells have several mechanisms used to repair these lesions. Breaking two DNA strands is one of the most serious afflictions a chromosome can suffer. The cell must repair this break if it is to continue dividing. Repair actions are either performed in an optimal manner, and the cell resumes its normal division cycle, or the lesion is not repaired correctly, causing the cell to die or the appearance of an anomaly that may trigger cancer.

One of the repair mechanisms used is poly(ADP-ribosyl)ation. In this mechanism, some molecules (PARPs) detect DNA breaks and cause poly(ADP-riboses) synthesis that binds with proteins, thus initialising the lesion repair system. As such, this system can act as a 'saviour' if the repairs are correctly completed, but, it can be equally damaging in the event of incorrect repair.

In the case of cancer, to ensure the cells are destroyed, PARP inhibitors are currently undergoing clinical tests as therapeutic adjuvant used to increase the receptivity of cancer cells to specific chemotherapies.

In terms of fundamental research, researchers know that the poly(ADP-ribosyl)ation mechanism is reversible and is closely regulated by Poly(ADP-ribose) glycohydrolase (PARG). PARP and PARG thus seem to make up a tandem of molecules dedicated to maintaining genome integrity. PARG targeting has proved to potentiate the action of genotoxic agents, making this molecule a promising new therapeutic target in the treatment of some cancers, as is the case for PARP.

However, little research has been conducted into PARG, but in light of its close links with PARP, researchers are now taking a very close look at its functions.

In this new work, the researchers have demonstrated that in addition to its genome repair role, PARG was involved in modulating the cell's transcriptional activity.

Given the keen current interest on PARP and PARG inhibitors in the treatment of cancer, it is essential to gain accurate knowledge of the functions and action modes of these promising therapeutic targets, as well as the consequences of their invalidation. This study is the first to highlight how PARG action mechanism regulates gene expression.

Tensions mount as police grab protesters in China

NINGBO, China (AP) ? Dozens of riot police officers marched toward crowds of people protesting over a chemical factory in an eastern Chinese city and bundled some demonstrators into government offices Sunday, raising tensions a day after clashes between thousands of residents and police.

Several hundred citizens of Ningbo, which is in Zhejiang province, had gathered outside the offices of the municipal government, shouting for the city's mayor to come out and for the release of people they believed had been detained by police in demonstrations Saturday. The residents were protesting a plan to expand a petrochemical factory because of pollution fears.

"We can only depend on ourselves now, we can't count on the government to think about us," said one protester, a 40-year-old woman surnamed Jing.

Without warning, about 200 officers who had been sitting inside the gate of the city government offices put on their helmets and came out of the compound.

They tore down banners that people had hung up in trees and grabbed at least three protesters, carrying them into the government compound.

The protesters' fairly cheerful mood turned tense and people threw plastic bottles and shouted "Release the people" over and over again.

On Saturday, residents reported that protests involved thousands of people and turned violent after authorities used tear gas and arrested participants. Authorities said "a few" people disrupted public order by staging sit-ins, unfurling banners, distributing fliers and obstructing roads. Authorities said that the proposed project was under evaluation and that the public was being given opportunities to offer its input.

There have been a series of protests in China this year over fears of health risks from industrial projects, as people who have seen their living standards improve become more outspoken against environmentally risky projects in their areas.

A week earlier, hundreds protested for several days in a small town on China's Hainan island over a coal-fired power plant.

Such protests are exactly what the Chinese leadership does not want ahead of next month's once-a-decade transition of power, with stability being paramount.

The crowds outside Ningbo's government offices are a slice of the rising middle class that poses an increasingly boisterous challenge to the incoming leadership: Armed with expensive smartphones, a growing awareness, mobile Internet connectivity and higher expectations than the generations before them, they are an ever-cynical group whose impatience with the government's customary lack of response is palpable in every fist pump and every rendition of the national anthem they shout.

A 30-year-old woman surnamed Wang said officers took her to a police station Saturday and made her sign a guarantee that she would not participate in any more protests, but she came back Sunday anyway.

"They won't even let us sing the national anthem," Wang said. "They kept asking me who the leader of the protests was and I said that this is all voluntary. We have no leader."

Marchers included the elderly and children, as well as some pet poodles. People held up smartphones and tablet computers recording the protest and tried to send information to others through mobile Internet connections.

In a sign that censors were at work, the name "Zhenhai" ? the city district where the factory is located ? was blocked on China's popular microblogging site Sina Weibo and searches for "chemical expansion project" were greeted with the line that "Some search results are not shown according to regulations." Those that were visible included postings from media sites that said authorities were holding meetings to hear public opinion.

Some protesters wore face masks and shouted slogans including "Protect Ningbo" and "Return my health" while pumping their fists in the air. Cars were forced to stop as a long stretch of people marched along roads.

"We have to do this for our future and our family's future," said protester Jing as she pointed to the smoggy air. "The sky was so clear when I was a child. Look at it now."

Another protester, Yu Yibing, said he wanted the factory to be closed, not expanded, and his 7-year-old son to grow up in a clean environment.

"As the common people, we need to live in a green environment. This is a reasonable request," said Yu, 38. "But the government only puts out some statement and refuses to see us and also suppresses us. I don't know how else we can express our views."

The Zhenhai district government, which comes under the Ningbo government, said Ningbo's Communist Party chief, Wang Huizhong, and mayor, Liu Qi, had held discussions with local residents Saturday night.

A statement posted on the district government's website Sunday said that the opinions and advice of the people who attended "are very helpful" to the party committee and municipal government's decision-making and that the expansion project was "at an early stage."

"We will further solicit opinions and respond to people's concerns and actively respond to people's reasonable requests and demands," the statement said.

The Zhenhai government earlier said it would organize public hearings attended by residents and experts to assess the environmental impact of the project.

The official Xinhua News Agency said the planned project is designed to produce 15 million tons of refined oil and 1.2 million tons of ethylene per year and belongs to Sinopec Zhenhai Refining & Chemical Company, which has invested 55.87 billion yuan ($8.9 billion).

Calls to Zhenhai police and the propaganda department of Ningbo police rang unanswered Sunday.

Obama talks Trump, debates, baseball on 'Tonight'

BURBANK, Calif. (AP) ? What's real estate mogul Donald Trump got against President Barack Obama? The president says it's an old grudge that goes back ? way, way back ? to their childhood days in Kenya.

"We had constant run-ins on the soccer fields," Obama told "Tonight Show" host Jay Leno during a tongue-in-cheek knock on Trump Wednesday night on NBC. "He wasn't very good and resented it. When we finally moved to America, I thought it would be over."

Trump became a leading voice in the "birther" movement, the discredited but very much alive conspiracy theory that Obama was actually born outside of the U.S. and isn't constitutionally eligible to be president. Earlier Wednesday, Trump offered to donate $5 million to the president's charity of choice if he would release his college and passport records.

Wisecracks aside, Obama told Leno that he has never actually met Trump.

When Leno asked Obama if he was glad the presidential debates are over, the president responded, "You know, I was sort of getting the hang of it." Obama, whose performance in the first debate was widely panned, said he didn't do an effective job of energetically outlining the contrast of visions between him and Republican Mitt Romney.

Part of the problem with a debate, Obama said, is that it's not a natural way of communicating ? having an argument with someone as you sit next to him.

"Well," Leno said, "you're married."

Obama shot back: "But the difference is, with Michelle, I just concede every point."

Asked which team he was backing in the World Series, the Detroit Tigers or the San Francisco Giants, Obama managed to get in a dig at Romney: "I will say, I've spent a lot of time in Detroit lately, and I didn't want to let go Detroit go bankrupt. So in this particular World Series, I might be a little partial."

Movie review: 'Paranormal Activity 4,' scariest installment yet | UWIRE

The first installment of the ?Paranormal Activity? franchise terrified moviegoers with its home video-style of camera work and the thrill of an unseen terror. The second, possibly more frightening than the first, unsettled viewers by including a baby in the haunting and revealed a deeper back story within the mythos. The third movie, while sporting some fantastic camera ingenuity and offering a healthy dosage of the creepy little girl factor, failed on a few plot points highlighted in the first two movies, despite being a direct prequel to them.

?Paranormal Activity 4? is a direct sequel to the events in movies one and two, and ups the terror factor in surprising ways.

As the adopted slogan goes: ?All the activity has led to this.?

Five years after the possessed Katie (Katie Featherston, ?Mutation?) kidnaps Hunter, a woman and her six-year-old boy move in to a suburban neighborhood across from Alex (Kathryn Newton, ?Bad Teacher?), her little brother Wyatt (Aiden Lovekamp, ?The Time Being?) and their family. Once the boy, Robbie (Brady Allen), starts hanging around with Wyatt, terrifying things start to happen in the house. Alex and her boyfriend set up computers around the house to record everything through webcams, and what they find is more than a little unsettling.

?PA4? has a lot to make up for with the disappointment of ?PA3? still fresh in fans? minds. And while it answers some questions, it also creates new questions and revives some old ones.

Which, given the sense of finality you get from the ending, could be a bad thing.

Old question number one: why does the demon (called ?Toby? in the prequel) want Hunter? It is established that he wants the first-born male heir to the family in payment for the deal allegedly made in the 1930s, but what he plans to ultimately do with the kid is unknown.

Old question number two: What purpose does the coven revealed to be active in ?PA3? serve? Besides making a deal with the demon back in the day for wealth and power, what do they do? What is their overall purpose?

At the end of ?PA4,? the demon has what it was promised it would, but one last old question still burns: What does it really want?

?Paranormal Activity 5,? anyone?

What ?PA4? does deliver is a witty take on terror but not in the way that you would think. Alex serves as the stereotypical dumb blond in a horror movie, to the point of stupidity. There are more cheap-shot scares than in any of the previous movies. There is more lull between scares, especially near the beginning, than in previous installments as well.

But that just means that once the real scares start popping up, you don?t expect them. You?re waiting for the cheap shot, but then you?re thrown into terror after terror, with just enough lull between them for your heart to start beating normally again.

The webcam concept is great, offering some creepy backlighting at night, as well as sometimes-gritty camera quality. Alex also has a handheld camera she likes to carry around, so the range of footage is relatively complete. An Xbox Kinect also aids in the terror because of the unique way it captures motion. I won?t ruin it for you, but the Kinect?s tech adds more suspense to the footage, much like the fan cam in ?PA3.?

Last but not least, Katie. Katie is definitely in the movie, and she?s more terrifying than ever. For those that remember her eerie smile and possessed killing spree in previous movies, this installment sees her on an entirely different level. She gets much more screen time than in ?PA2,? and boy, does she use it well.

We?ll keep the ending under wraps, but trust me when I say that no viewer will see it coming. Watch it in theaters ? after a marathon of the first three if you can swing it. You won?t be disappointed.

US futures tumble on weak corporate earnings

(AP) ? Stock futures fell sharply Tuesday, extending a sell-off from the previous day on weak corporate earnings.

Dow Jones industrial futures slumped 155 points to 13,137. The broader S&P futures gave up 18.40 points to 1,411.70. Nasdaq futures fell 29.75 points to 2,658.

DuPont will cut 1,500 jobs as profits fell sharply this quarter and the company cut its earnings expectations for the year. Profits for UPS fell on slowing global trade and 3M Co. is reducing its profit expectations for the year due to "current economic realities."

Harley-Davidson posted a 27 percent drop in net income.

There are also no immediate expectations for action from the Federal Reserve, which begins a two-day meeting Tuesday. The Fed said last month that it would spend $40 billion every month on bond purchases to keep interest rates low. Most expect that the Fed will let that action play out further.

Facebook and Netflix will post earnings after the bell Tuesday with investors in the tech sector already spooked by earnings last week from Google. Google suffered the biggest single day share sell-off since 2008 after revenue fell short.

Shares of both Facebook and Netflix were in negative territory before the market opened.

One of the companies posting increased profits is Reynolds American, nation's second-biggest tobacco company.

Auto bailout could be key to Obama victory in Ohio

LORDSTOWN, Ohio (AP) ? President Barack Obama's decision to help America's automakers could end up being what helps drive him back into the White House.

Some 850,000 jobs in this critical battleground state are tied to autos and Obama's campaign constantly reminds voters they'd be jobless if not for the decision to inject taxpayer dollars into General Motors and Chrysler. However, the move has not translated into automatic support for the president, even in areas that depend on the industry. Republican Mitt Romney also is pitching these voters hard with his message that Obama hasn't balanced Washington's checkbook the same way voters must.

One in eight jobs in Ohio can be linked to the auto industry ? whether it's working on a factory floor or selling groceries to plant workers. The presidential race's outcome could boil down to whether voters interpret Obama's move as saving Detroit or bailing it out. But like other flashpoints in this rough campaign, there is little middle ground between the versions of events and what it means for voters' neighbors.

"I couldn't imagine what Lordstown would be," said Brian Axiotis, a 37-year-old Obama supporter who works in information technology and lives in nearby Newton Falls. "A lot of folks would lose their houses. Consider the mess that would have resulted. It'd be a ghost town all over the area."

Since its restructuring, the General Motors plant in this town of 4,000 people southeast of Cleveland has added a third shift ? and 1,200 new workers with it ? to produce the popular compact Chevy Cruze. GM has pledged $220 million in updates to the factory and to keep the 4,500 workers, suggesting this town in the former steel-heavy Mahoning Valley has some stability ahead.

Romney volunteer Frank Perrotta still finds Obama's decision to loan automakers billions a misuse of public dollars. Between calls to voters at Romney's office in Stow, he shakes his head when talking about the government's move to prevent the collapse of GM and Chrysler. The bailout began in 2008 under Republican George W. Bush and Obama extended it.

"I have to run my business responsibly. No one is coming to bail me out if I get into trouble," said Perrotta, a 63-year-old Hudson resident who runs a medical imaging business that employs nine workers. "The bailout was just not fair."

Romney opposed using government money to save the car companies in a 2008 op-ed piece in The New York Times, titled "Let Detroit Go Bankrupt." Romney preferred a managed bankruptcy, without federal money, and has maintained the rescue was unfair, unnecessary and political payback to labor unions.

"If we had taken your advice, Gov. Romney, about our auto industry, we'd be buying cars from China instead of selling cars to China," Obama said in Monday's presidential debate.

His statement sparked one of the most contentious moments of the evening, with the two interrupting and arguing over one another about what impact Romney's idea would have had. "I would do nothing to hurt the U.S. auto industry," Romney said, touting his affection for American cars, his Detroit roots and his father's leadership of American Motors Corp.

Obama insisted Romney was "trying to airbrush history" and suggested voters should check the record.

While GM paid back its loan and the government took an ownership stake, the Treasury Department estimates Washington might lose about $25.1 billion on its investment. It smacks of government waste for its critics.

"They should've followed the bankruptcy process that applies to the rest of us who don't have union bosses for friends. They bailed out their buddies," said Loretta Hurite, a 74-year-old Romney supporter from Cuyahoga Falls working the phones in Stow.

And so it continues through the state, where polls are close and both campaigns are in overdrive. No Republican has ever won the White House without carrying Ohio, and John F. Kennedy's 1960 campaign was the last Democratic effort to win the presidency without it. Voters here are bombarded with campaign ads and candidate visits, mail at the ends of their driveways and phone calls at all hours.

Obama's allies never hesitate to raise the bailout in visits to the state. "Osama bin Laden is dead, and General Motors is alive," Vice President Joe Biden roars at rallies, always a sure-fire applause generator.

Obama's team even has former President Bill Clinton making the point.

"It's important to remember than one in eight jobs in the state of Ohio is tied to the auto industry," Clinton told voters in Parma last week. "When you were down and you were out, the president had your back. Now, you've got to have his."

Not so fast, says Dennis Muniak, a 60-year-old Parma resident who attended the Clinton rally near Cleveland.

"Seven out of eight jobs aren't auto jobs," countered Muniak, who is drawing disability benefits.

Back in Trumbull County's city of Warren, just across the railroad tracks from the Lordstown plant, General Motors retiree George Vukovich cast his ballot early for Obama.

"In this valley, we are autos. Obama took care of us. He kept his promise. Now, we have to have his back," the 61-year-old Vukovich said before acknowledging the auto industry's heyday might be in its past.

Across the street from the early voting site, weeds are growing high at a car audio shop that has shut its doors. A retail plaza next door is vacant.

"We were lucky. We worked through the glory days of the 1970s, '80s and '90s," Vukovich said. "Those days are over. But I have great insurance and I have a great retirement."

Thanks to the taxpayers, Chuck Wirebaugh clucks.

"Obama sold out to the auto unions. GM would be better off had it gone through bankruptcy like everyone else has to. Instead, they got special treatment and a sweetheart bailout," the 69-year-old retiree from Cortland said after he cast his ballot early for Romney.

"Obama shouldn't have the job," Wirebaugh said. "He should be a used car salesman. It's about the only thing he's qualified to be."

EU "sucks up decision-making:" UK's foreign secretary

LONDON (Reuters) - Britain is increasingly disillusioned with the European Union which it sees as a "machine that sucks up decision-making", Britain's foreign secretary said on Tuesday in prepared remarks.

"People feel that the EU is a one way process, a great machine that sucks up decision-making from national parliaments," William Hague said in an advance text of a speech to be delivered later in Berlin.

"...That needs to change. If we cannot show that decision-making can flow back to national parliaments then the system will become democratically unsustainable," Hague said.

The criticisms of Europe are some of the strongest to be voiced by a British government minister in recent months.

They are likely to strain already frayed ties between Britain and the EU's power brokers, with Germany increasingly irritated by the isolationist instincts of British Prime Minister David Cameron and the bulk of his Conservative lawmakers.

"This coalition government is committed to Britain playing a leading role in the EU but I must also be frank: public disillusionment with the EU in Britain is the deepest it has ever been," Hague said.

After a torrid time for Cameron last week, in which a senior minister resigned for ranting at the police and the introduction of a new energy policy was botched, the prime minister will be keen to be seen as reasserting his authority.

Cameron is under pressure to claw back powers from the EU, or even pull Britain out of the 27-member bloc altogether, as anti-Europe sentiment mounts among many legislators in his party.

He has said he plans to negotiate a "new settlement" with the EU as it seeks to further integrate in response to the euro zone's debt crisis, but Cameron rejects opting out altogether given that Britain does almost half its trade with EU countries.

Another restraining influence on Cameron comes from the keenly pro-Europe Liberal Democrats, the junior partners in his coalition government.

The prime minister has promised a "tough" and "rigorous" approach to EU budget negotiations next month, and has pledged to block a proposed banking union in the euro zone if it does not contain safeguards for Britain's own vast financial sector.

Research: Curcumin Is A Triple Negative Breast Cancer Killer

A new study from Zheijian Provincial People's Hospital in Zheijiang, China indicates that a compound in turmeric known as curcumin, which gives the spice its characteristic saffron-like color, is capable of inducing programmed cell death (apoptosis) within triple negative breast cancer cells.1

Triple negative breast cancer (TNBC), so named because the cells do not have the characteristic receptors for estrogen, progesterone and Her2/neu, is considered the most treatment resistant, primarily because these 'missing receptors' are required for many of the most popular conventional treatments to work, e.g. Tamoxifen targets estrogen receptors.

For this reason, TNBC is considered the most aggressive, the most likely to be treated with less-targeted (and therefore more toxic) forms of chemotherapy, and the soonest to return when treatment fails.

Approximately 15-25% of all breast cancer cases are triple negative. Unfortunately, however, the most visible non-profit foundation dedicated to bringing awareness to the condition, the Triple Negative Breast Cancer Foundation, is focused almost exclusively on raising awareness and money for a future pharmaceutical "cure" ? much in the same way as its partner, Susan G. Komen, and the larger breast cancer awareness organization, Breast Cancer Awareness Month, act as if removing and addressing the obvious causes of cancer, e.g. carcinogenic chemical and radiation exposures, were not the first priority. For those suffering through or recovering from treatment right now, or trying to decide what to do with a new diagnosis, this latest Chinese study is promising.


Detractors, of course, point out that this latest curcumin research occurred on the level of a cell study, which in the pyramidal power structure of "evidence-based medicine," where the randomized, double-blind and placebo-controlled human clinical study is the sole determinant of the ultimate truth, is the most insignificant, and least compelling as far informing treatment decisions.

This view, however, is rather naive, insofar the criteria for determining a substance's potential for future use as an FDA drug is not its effectiveness, safety or availability to those in need, rather, how proprietary and profitable the formula is to manufacture, distribute and market to consumers. The "gold standard" of evidence-based medicine therefore becomes literally: "those who own the gold make the standard."

This is not the first study to reveal curcumin's potential value in treating breast cancer. A growing body of experimental evidence clearly shows that curcumin provides a potential drug alternative.

Reliance Blinks at Funding $40 million "Crossbones" With NBC

LOS ANGELES (TheWrap.com) - Indian media giant Reliance has teamed up with NBC to finance one of the broadcast network's new shows, a 10-episode pirate adventure series titled "Crossbones," but is backing off its $40 million production cost, an individual close to the project has told TheWrap.

Through its newly-formed independent studio Georgeville Television, Reliance agreed to finance three-quarters, or $30 million, of "Crossbones," a tale of pirates from 18th century England based on Colin Woodard's "The Republic of Pirates," according to three individuals close to the project. NBC agreed to finance the remaining $10 million.

But Reliance, whose other Hollywood investments have offered mixed to weak returns, has been rethinking its financial commitment and is seeking to reduce it by nearly half, one of those individuals said.

"Everybody agreed on a $40 million budget. And everyone agreed it was (split) 10 and 30," said the individual. "They are renegotiating. The question is where will it end."

Georgeville CEO Marc Rosen declined to comment for this story. NBC also declined to comment, as did producer Walter Parkes. One executive close to the negotiations said the discussions were still ongoing and at a delicate stage. An NBC executive said the deal was complete, and Reliance had not changed its role.

The show storyline follows an undercover assassin sent to a pirate state led by Blackbeard, the infamous pirate. According to NBC, It is expected to start shooting in Puerto Rico next spring. It does not yet have an air date.

NBC chief Bob Greenblatt worked with outside financiers when he was at Showtime for series including "The Tudors" and "Spartacus," and while the practice is common in film, it is unusual for broadcast television.

Reliance has loomed large on the entertainment landscape for the past few years, investing hundreds of millions of dollars in DreamWorks to uncertain profits and placing millions into talent deals by CAA that have not yielded any films.

Reliance agreed to give DreamWorks an additional $200 million in April, but the new deal calls for the studio to make fewer films.

Reliance also bought a majority stake in IM Global, a foreign sales company that has recently moved into movie production. Its most recent release, "Dredd," a 3D remake of the 1995 Sylvester Stallone movie, was a box office flop, costing $50 million to produce and so far taking in $23 million worldwide including $13 million domestically.

Georgeville Television launched in May with support form Motion Picture Capital, a London-based company backed by Reliance.

Georgeville, run by former Heyday Films executive Marc Rosen, is the studio behind "Crossbones," a show thought up by "Luther" creator Neil Cross and produced by Parkes and Laurie MacDonald.

While Georgeville is still involved and has an offer out for the lead role, its financial commitment remains a matter of disagreement.

Last Monday I talked a little bit about the Fall Games Auction at Games Plus in Mount Prospect, Illinois. I compared it to Paris Fashion Week because, much like a fashion show, it?s an opportunity to see everything new all in one place.

And not really in a leisurely, browsing-in-a-bookstore fashion, either. While you?re gawking at a fabulous fantasy game you never even knew existed, people all around you are bidding in a frenzy, intent on making sure you never see it again. On average you get an 8 to 10-second glimpse at each treasure, before it?s gone forever.

Unless you outbid all those other bastards, of course.

There?s a perfectly natural outcome to this mad situation. It?s known as ?auction fever.? Don?t ask how I know this. (I refer you, without comment, to my March article on my last trip to Games Plus, ?Spring in Illinois brings? Auction Fever.?)

In any event, I attended the Fall auction with much greater spousal oversight over my finances, and severely diminished resources. Still, I was able to come away with a host of treasures, and a lenghty list of exciting new science fiction and fantasy games to track down and investigate.

I?m not going to turn this into a catalog of new games I discovered over the span of five hours. For one thing, that would take a lot of pixels. Instead, I think I?ll focus on the most interesting items I brought home with me, and a few of the tantalizing ones that got away.

cthulhutech-ancient-enemies-smallLet?s start with CthulhuTech, Catalyst?s rousing near-future game of Cthulhu versus giant robots.

Let me repeat that for maximum impact. Cthulhu. Versus giant robots. If there?s a game premise more golden than that, I?ll eat the state of Rhode Island.

That concept alone should have you reaching for your wallet, and if it doesn?t the high production values and captivating artwork should seal the deal.

CthulhuTech was first released in 2008, and was an Origins Award Finalist for Best Game of the Year. It?s an unusual game with an active fan base, and has changed publishers several times. It was created by Wildfire LLC and is currently published by Sandstorm (if you?re curious you can read more at the game?s website).

A handful of CthulhuTech supplements made it to the auction block; the first was Ancient Enemies, which details the Shadow War between the mysterious Eldritch Society and the insidious Chrysalis Corporation. It pulls back the curtain on Chrysalis, showing both its inner workings and the spreading cancer of the Children of Chaos.

I paid eight bucks for a copy in virtually flawless condition, with a retail price of $39.99. Definitely made the right call with this one. I also won the bidding for both Mortal Remains ($10), and Vade Mecum: The CthulhuTech Companion.

CthulhuTech, at least, I was passingly familiar with; I knew it was still in print, and roughly what the books retailed for. These next items were true unknowns ? one-of-a-kind treasures that, for all I knew, were long out of print and rare.

It?s dangerous to be ill-informed at auctions, as we?re about to discover.

The first board game to cast a spell on me was Dragon Rampage from Eagle Games. I knew absolutely nothing about it.

But I knew I wanted it. It was gorgeous, for one thing, and the copy being offered was in absolutely pristine shape.

dragon-rampage-smallI had to go with my gut ? and clues from the enthusiastic bidding ? to decide whether this was a rare, impossible-to-find fantasy title that would command a premium online, or whether it was a recent release and something I could order at my leisure.

I bet on the former, and ended up paying $30 for a used copy, easily one of the most expensive items I brought home from this auction.

Turns out I guessed wrong. Dragon Rampage was released in 2012; brand new copies are freely available online for around $39.99.

Luckily, it looks like it was well worth the money. The components are high quality and the game seems fast-paced and intriguing.

Now that I?m able to examine it, I?ve learned that Dragon Rampage is a strategic dice game designed by Richard Launius, designer of Arkham Horror and Defenders of the Realm. The premise is simple: players are adventurers who have dared to plunder the treasure around a sleeping dragon.

But of course, no dragon stays asleep for long, especially when its hoard is threatened?

Players earn points by fighting (or away running from) the dragon they just woke up, and for the treasures they obtain. Players can help or backstab each other, so in addition to keeping an eye on the dragon, they need to carefully watch their teammates. Suitable for ages 10 and up, it looks like a great family game.

This next item is highly unusual for lots of reasons. Z-Man Games? Neuroshima Hex! is a post-apocalyptic strategy game based on a Polish RPG called Neuroshima. I?m still puzzling it out, but play seems to be tile-based, and there are four factions: machine, human, mutant, and Posterunek (a human military outpost).

neuroshima-hex-smallAll I know for sure is that there?s mutants and a giant robot on the cover, and that alone makes it worth the 15 bucks I paid for it. Plus, I?m a sucker for games with an exclamation mark in the title. It?s still in print and available online for around $37.

The marketing literature does a decent job of explaining the game, although it seems to be only partly translated from Polish:

Neuroshima Hex! is a game of tactics, where armies wage continuous battles against each other. It is based on a roleplaying game called Neuroshima RPG published by Portal in 2001. While being familiar with the RPG is not necessary, the players will find it easier to identify with their armies if they have read or played the game. The world of Neuroshima RPG is that of a post-apocalypse world torn apart by a war between humans and machines. The remains of humanity took shelter in the ruins of cities and organized in small communities, gangs and armies. Conflicts between such groups are not uncommon and the reasons of such are numerous: territory, food or equipment. What is more, the ruined cities are constantly patrolled by machines sent from the north, where a vast cybernetic entity, called Moloch appeared. Great wastelands that surround what was left of the greatest cities are home to another enemy ? Borgo ? a charismatic leader who controls an army of gruesome mutants. One of the last hopes of humanity is the Outpost, a perfectly organized army which wages a guerilla war against MOLOCH. Nevertheless, most human settlements, including the Hegemony, are not concerned with war until it comes banging at their door. Such is the world of Neuroshima. Game Contents: 140 Army Tiles, 4 Mercenray Tiles, 1 Mad Bomber Promo Tile, Board, 4 Army Reference Cards, 16 Wound Tokens, 8 HQ Damage Tokens, Rules.

The game has at least one expansion, Neuroshima Hex Duel, which doesn?t have an exclamation point in the title and is therefore less desirable.

It includes two new armies and a new board, and the Amazon product listing includes this official description: ?The new board includes terminals which can be activated using energy to do funky stuff on the board.?

Funky stuff. That?s what I like to hear.

There was one copy of the expansion up for bid, and I?m glad I snagged it.

tomb-aegUnlike both Dragon Rampage and Neuroshima Hex!, I was well aware of AEG?s dungeon-crawl game Tomb before the auction.

Tomb is part of a growing trend of boardgame RPGs which simulate the excitement and exploration of table-top role playing in a board game setting. Other examples include the popular Descent and Runebound from Fantasy Flight, and Steve Jackson?s Munchkin line, especially Munchkin Quest.

Like those games, Tomb allows a group of friends to get together for dungeon delving without a dungeon master, or significant set-up time. As stated right on the box cover, the objective is to ?Recruit A Party. Kill The Monsters. Take Their Stuff!? Players assemble a team heroes at an Inn, venture into the dungeon, and square off against deadly monsters in an attempt to win loot and magical treasure.

The game ends when the tomb has been successfuly cleared out, and the winner is the player who has earned the most experience points ? a standard yardstick for role players, anyway.

Tomb has a number of expansions which liven up the game by adding more characters, monsters, and treasures, including Cryptmaster, Crypt Dice, and the upcoming Tomb of Iuchiban.

I?ve had my eye on Tomb for a while, and was glad to see a copy in good condition come up for auction. I paid $21 for it, which turned out to be a bargain. It?s becoming hard to find in most online markets, and retails for around $58 if you can find a copy.

pieces-of-eight-the-cursed-blade-smallOne of the more unusual games I won was Pieces of Eight: The Cursed Blade, from Atlas Games (2006). I?d never seen a copy and knew nothing about it, but really, who can resist a pirate game for just 4 bucks?

I expected a typical game, but when I finally got a chance to examine it the box turned out to contain a slim set of rules and a heavy bundle of coins.

What the heck?

As near as I can figure out, Pieces of Eight: The Cursed Blade is similar to a deck of Magic cards. The coins represent a pirate ship and its crew, and what I won was not a complete game, but enough to challange another player with their own ship.

That?s what I puzzled out from the game description, at least:

Pirate Battles on the High Seas! Adventure and glory await you in Pieces of Eight, the rousing combat game of rival buccaneer ships on the high seas. You play the game with a stack of metal pirate coins held in one hand that represents your ship. The coins you choose and the order in which you place them determine your ship?s strengths, and you use the special abilities of your coins to destroy your opponent?s coins one by one. Your goal is to expose the Captain coin buried deep in the middle of your adversary?s ship, then take him out! Dare to enter the age of blood and gold with The Maiden?s Vengeance ship set. Each set includes all the coins needed for one player to construct his own ship. Your opponents will each need their own ship set to play, but there?s no other limit to the number of players who can join in. The coins in each set are not randomized; you can combine ship sets to gain a wider selection of coins and the advantage over your foes. 2+ players (each with own set) - 10 to 30 minutes - ages 10 and up.

Fortuantely, I won a second box of coins as well (what did I tell you about resisting pirate games?), this one titled Pieces of Eight: The Maiden?s Vengeance.

I?ll know more once I convince my son Drew to sit down with me and play a few rounds. Play-by-coin is a new approach for me, but I admit it has a lot of appeal.

Thanks to Howard Andrew Jones and his detailed write-up last year, I was already familiar with Victory Point Games. I knew they made terrific products, had some great solitaire science fiction titles, and I knew they were expensive.

Just like Ogre, G.E.V., Melee, and other classic microgames of my youth, Victory Point Games come in a zip-lock bag, packaging a lot of fun in a small space. However, while those old Metagaming titles were $2.95 each, Victory Point Games typically retail for $30 - $40.

$40 for a game in a ziplock bag! Times sure have changed.

So when I saw several Victory Point games make their way to the auction block, I sat up straight. No one in this crowd was likely to bid up a game in a ziplock bag, and I was certain I would escape with some bargains.

Didn?t quite turn out that way. While their games are expensive, Victory Point also has a reputation for quality. A dozen or more boxed titles were auctioned off for under 10 bucks each in the minutes prior, but the moment those slim little Victory Point games came up for auction the bidding got a lot more intense.

I ended up paying $16 for a mint condition copy of Final Frontier, their Star Trek-inspired game of starship exploration ($34.95 retail), and $13 for a used copy of Assault on Galactus Prime, a deck-building game of rebellion against a vast stellar empire ($26 retail).

incursion-grindhouse-games-smallHere?s an enigmatic thing: Incursion, from Grindhouse Games. I?d never heard of either, but the box art reminded me of Fantasy Flight?s Tannh?user, in a cartoony sort of way.

The sole copy up for bid was in great shape, unpunched and virtually new, and the combination of Nazis and zombies proved too much for me. I won it for $29, easily one of the most expensive items of the day for me.

As it turned out, it was a good call. The comparison to Tannh?user is warranted, as this is another game that postuates a much-extended World War II and an increasingly desperate world ravaged by Nazi super-science and occult experiments.

It is the year of our Lord, 1949 and the world is in flames. The human race screams in agony as the Second World War rages unchecked around the planet. Nations die and hundreds of millions perish as the thin veneer of civilization is utterly consumed in a global orgy of savagery and rage. The technology of war develops at a suicidal pace as all sides in the conflict seek the weapon that will ensure a final victory.

Dark things lurk beneath the Third Reich: twisted creatures of malevolent intent born of demented minds. Incursion simulates a daring Allied raid on a secret German labratory on the Rock of Gibralter, pitting American mechanized Seven Infantry and British MI-13 Monster Hunters against German-controlled zombies and the sinister Gretel von X. Released in 2009, the game runs for around $43 online, when you can find a copy.

space-hulk-death-angel-smallSpace Hulk is a venerable Games Workshop property with a rich history. The original boardgame (from 1989) was one of the very first games I played with my sons; they loved to maneuver the bulky Space Marine miniatures through the dark corridors of the derelict spacecraft, waiting to see what kind of monsters would leap out at them. To be honest, we didn?t really pay much attention to the rules; it was more like playing toy soldiers, except with gene-mutating Tyranids and soldiers in power armor.

Just because I have fond memories of a board game from a decade ago doesn?t mean I?m current with the latest Space Hulk merchandise however, a fact I discovered when the next item on my list came up for bid: Space Hulk: Death Angel, a card game from Fantasy Flight Games.

Fantasy Flight Games have been doing a fabulous job with their recent RPGs set in the Warhammer 40K universe, including Deathwatch and Rogue Trader. Rogue Trader, in fact, is the only new RPG I?ve played with any consistency in the last few years.

But a Space Hulk card game? Seriously?

Since there?s a pic of the game on the left, the suspense is ruined and you know I bought it. Call it Space Hulk nostaligia, or gamer curiosity. Perhaps it?s just an inability to resist a bargain ? although Space Hulk: Death Angel sells for around $18 online, I was able to pick up two copies for around six bucks each (when dealing with card games, I just assume each player needs her own deck).

Snooping around online I found this game description, with just the right amount of Genestealer hysteria:

Purge the Xenos Threat! The Space Hulk Sin of Damnation has succumbed to vicious Genestealer infestation. Now you must purge the vile alien? Space Hulk: Death Angel The Card Game is cooperative card game for 1-6 players. Aye aye, Captain! The moment I brought this one home my teenage sons came over to check it out, so I doubt I?ll lack for players.

lord-of-the-rings-risk-smallNo auction tale is complete without a list of those great items that somehow got away. This is why you shouldn?t eat a hot dog or drink soda while bidding. Mark my words.

Lord of the Rings Risk: Trilogy Edition. There?s not much to explain here. It?s Lords of the Rings. It?s Risk. Instead of moving your armies from Kamchatka to Japan, you move them from Mordor to the plains of Rohan. Which somehow seems more exciting, but maybe that?s just me.

Apparently, it?s not just me. For reasons I can?t explain I really wanted this game. But so did about 20 other bidders, and I gave up when the bidding passed $12 (it eventually sold for $16).

Not to be deterred, I went online as soon as I was home to price copies. That?s when I discovered that the Trilogy Edition ? which includes a full map of Middle Earth, or something ? is out of print, and copies start at around $120 on Amazon.

Aaargh. Now that sixteen bucks seems cheap. Next time I go to auction, I?m bringing my iPad with me.

Now, as much as I wanted Lord of the Rings Risk: Trilogy Edition, I knew it wasn?t a rare game. I?d seen it plenty of times, and if you?re patient and resourceful, you can always find popular games at a good price eventually.

sky-traders2I wasn?t nearly so sure about Sky Traders, a board game from Fantasy Flight (those guys again).

You already know I have a weakness for games featuring pirates, zombies, giant robots, and Cthulhu. To be completely accurate, we need to add zeppelins to that list. Or flying ships of any kind, really, I?m not picky.

I can tell you a lot about Sky Traders today, but right now I want to you look at that photo on the left, and imagine youself in the audience at a games auction.

You know what you have to do. That game must be yours.

And it would be mine, too, if a bunch of people with the same idea hadn?t been sitting all around me. A used copy of Sky Traders eventually sold for $28. I dropped out around 25 bucks, deciding to take a chance that new copies were still availlable around $30.

Turns out that was a good bet. Sky Traders was released this year and is still in print. Retail price is $49.95, but most online vendors have it in stock for around $35.

The next game that commanded my attention was Guards! Guards!, a Discworld boardgame based on the novels of Terry Pratchett.

guards-guards1It was released last year by Z-Man Games. But I had no idea where it had came from as I sat on the edge of my seat, sizing it up. For all I knew it was the only copy in existance, and my one chance to adventure in the worlds of Terry Pratchett was to bid like a drunken sailor.

Even drunken sailors know their limits, however. I dropped out at around the $35 mark. It eventually sold for $40.

Guards! Guards! is no longer in print, but copies are still available from some online vendors for around $58.

There were plenty of other games that slipped through my fingers that Saturday. Many of them are available through other avenues; some are long out of print. Those are the breaks, and you have to rely on experience and a little luck as you set limits for yourself.

There?s one final game I regret not winning, however. The man who won it sat next to me, and he showed me the box and its marvelous contents.

The game was Honor Harrington: Saganami Island Tactical Simulator, a space-battle simulator from Ad Astra Games based on the bestselling science fiction novels of David Weber. The huge, oversized box was packed with miniatures representing a wide variety of spacecraft.

honor-harrington-saganami-island-tactical-simulatorIf I?d known that huge box came packed with so many toys, I would have bid much more aggressively. No other copies were forthcoming in the auction, however.

Honor Harrington: Saganami Island Tactical Simulator sold for $40. Copies are hard to come by online; the ones I can find retail for around $75.

My total for the five hours I sat at the Saturday auction was $540.50 ? about two hundred dollars over budget, but still a thousand bucks under the heart-stopping total I managed to rack up at the Spring Auction. Alice frowned mightily when I returned home, but I proved that I was able to attend an auction without giving in compleltey to auction fever. That?s progress, I guess.

It was a lot of fun to watch the pagent of science fiction of fantasy games at the Games Plus Saturday auction. Not so many years ago I was convinced that fantasy board gaming was effectively dead, killed by the genre it had spawned: computer games. But if the incredible wealth of titles on display is any indication, fantasy board gaming is not only alive and well, it?s thriving.

Now if you?ll excuse me, I?m going to see if I can convince my sons Drew and Tim to play Tomb with me. Right after I order a copy of Sky Trader.

Texas Instruments forecasts revenue below estimates

NEW YORK (Reuters) - Texas Instruments Inc's quarterly revenue fell as demand for its chips slipped on economic concerns, and the company forecast more weakness this quarter.

The U.S. chipmaker has been under pressure from a weak global economy and a wavering personal computer industry and is wrestling to fill manufacturing capacity it bought for pennies on the dollar following the global credit crisis.

"Across the board we're seeing customers being extremely cautious, very careful about the level of inventory that they hold so giving us very low levels of visibility as to what they'll want to order for the quarter," Texas Instruments Chief Financial Officer Kevin March said in an interview.

The chipmaker's inability to fully utilize its fabrication plants has investors worried about its profitability.

"With the macroeconomic slowdown we're experiencing, and TI's excess capacity - they're only using about 75 percent of their capacity right now - they're going to be under some longer-term pressure to try to fill those fabs," said JoAnne Feeney, an analyst at Longbow Research.

The maker of chips used in products ranging from consumer electronics to industrial equipment posted a profit of $784 million, or 67 cents per share, up from $601 million, or 51 cents per share, in the year-ago quarter.

Revenue declined to $3.39 billion from $3.47 billion in the year-ago quarter.

TI forecast fourth-quarter earnings of 23 to 31 cents per share on revenue of $2.83 billion to $3.07 billion.

Analysts on average had expected TI's revenue in the current quarter to be $3.24 billion, according to Thomson Reuters I/B/E/S.

"It's definitely light. ... But I don't know how surprising that is given what we've seen in semiconductors and tech recently," said Stacy Rasgon, an analyst at Bernstein Research.

TI's shares were about flat in extended trade after closing off 2 cents at $27.79 on Nasdaq.

(AP) ? Ben Roethlisberger threw one touchdown pass, and the Pittsburgh Steelers overcame their injury-depleted running game to beat the Cincinnati Bengals 24-17 on Sunday night.

Shaun Suisham kicked field goals of 42, 47 and 42 yards, and the Steelers clamped down on Cincinnati's Dalton-to-Green connection, holding it to one completion.

The Steelers (3-3) won on the road for the first time this season and improved to 12-2 at Paul Brown Stadium. The Bengals (3-4) fell to 0-6 the last two seasons against Baltimore and Pittsburgh.

Andy Dalton's interception set up Roethlisberger's 9-yard touchdown pass to Heath Miller and a tying 2-point conversion to the tight end with 24 seconds left in the half.

Roethlisberger was 27 of 37 for 278 yards, leading an offense missing its top two running backs and two offensive linemen to injury. Jonathan Dwyer ran 17 times for 122 yards.
